This book was the first broadly-distributed expansion to the Delta Green universe, as described originally in Delta Green (Core Sourcebook).

The prime focus of this book is on expanding the Delta Green setting beyond the boundaries of the United States, with conspiracies and organisations described for the UK, Russia, and elsewhere. This is one of the longest books ever published for Call of Cthulhu (by page count). Only Chaosium's Beyond the Mountains of Madness is longer.

This was the last official Delta Green source material published by Pagan for over a decade (until the publication of Delta Green: Targets of Opportunity in 2010).
